Use Incontrol mod for spawn rate changing.
Bomber explosions are now delayed to be longer. Rotten now has a balanced spawning rate 4 times lower. Spitter can't disable you from using the sword now. Heavy have a lower spawn rate and their ability delays 2 times longer. I've seen a lot of people complaining about this from a lot of modpack discord so here ya go. I have changed a lot of balances and spawn rates.
